Why is it a criminal offence to wear trousers that show your underwear, but you can go to the beach wearing practically nothing and nobody cares?

In my opinion, it looks silly when people wear their trousers that low, but it’s their style and they should be able to wear their trousers however they like. I didn’t think there would ever be such a thing as fashion police, how far does it go?

Today they are fining people and throwing them in jail for wearing their pants too low, what next, a state-imposed uniform for all citizens? So long as people aren’t showing their genitals in public, I really don’t see the problem.
